Barlowe is a small thorpe in central-north Kalindar. It is often the starting point of many adventures due to the close proximity of the Ganther Plains, Cravenloft Mountains, and Barlowe Wood.
The place is tiny, made up of few private dwellings scattered around the Three Dancers Inn. To most people, Barlowe is a stop along the way to somewhere more interesting.
Goblins, orcs, and other monsters are often around Barlowe, due to it being nestled in between the Cravenloft Mountains and the Ganther Plains. Normally these would be lone outcasts, or small travelling bands on their way to somewhere else. Even for the monsters, Barlowe isn't much more than a stopover.
Power Centre
Barlowe has a mayor appointed by the royal administration in Kalindar City. Though not exactly a lifetime appointment, Barlowe is of such low importance and economic interest that the mayoral duties may as well be.
Within the royal court, backwaters appointments like these are often rewarded to the most undesirable aristocrats, or those specifically requesting a "retirement" appointment.
Seid Ammon, a 1st Level Human Aristocrat, was given mayoral duties over Barlowe after an embarrassing incident during an event has left him a social pariah. Despite the history of his appointment, he administers the town well, and in a largely democratic way. In fact, he's beginning to like it here.
Community Authorities
There is a single full-time guard employed by the town, Rem Henrick, a 1st Level Human Fighter. Rem left Barlowe in his youth, hungry for adventure, and found himself employed for a time in the Kalindar army. Unsatisfied with standing around on watchtowers and hunting down the odd goblin, he gave up the adventuring life and returned to Barlowe around the same time Seid Ammon was appointed Mayor.
Seeing a need for a full-time guard, one of the first acts of Seid Ammon was to secure Rem as the only guard the town's meagre coffers could employ.
In a pinch, Rem can rely on Hannah Henrick to pick up a sword and help out with the town's defense. Rem has been training Hanna since he returned to town, but she's not a natural soldier like he was. Still, he has counted on her a few times to combat the goblins and orcs that are sometimes spotted.
